Forum needs a more attractive design =)
It's a forum for young people, but now it's so dull 
It shouldn't be full of pictures, glitter and animated banners, of course, it' ll hurt eyes, nerve system ans server))), but make it a little bit more lively, please. =)

One more thought: may be add "Art & Literature" section in "General discussions", where members could debate about paintings, poems, books, share their own stories and drawings? Hope this can activate people. =)

Well what do you mean "more lively" ?
If you have defined ideas you could share, other than the "Art & Literature" section, then they may be taken into account

Smth like this, but I also think that the empty space between forum's topics and Index bar must be used for smth. May be "quick chat" or "sticky notes" to write some info there. I haven't come up with an idea about it yet. =)
May be also make the background of threads not simply white, but a little bit light-blue? so that blue text will be seen.

Yeah the template could be customized a little bit more and some sections could be re-adapted

My vote for a system of skins - let people chose, what they want 
A couple of more options could be handy, too - is there any option to somewhat integrate a phpBB-like engine into the PPG?

What do you mean? The engine used is PunBB which does the exact same thing as PunBB, but lighter.
